Helianthus maximiliana (Maximilian Sunflower)

From CONPS: This tall, (3-9') rigid perennial has hairy stems and coarse, grey-green leaves, often folded lengthwise with many 2-3 inch bright yellow ray flowers, which bloom in late summer.  Good for bees, birds and butterflies, it works in the background, along fences, or in a wildflower meadow.   May self-seed.  Drought tolerant and deer resistant.

Cutting them back early in the season results in a nice short flowering clump, just like a Buffalo would do.  Not suited to small spaces because it needs room!
